			Although membership in the Sewing Circle is universal among Gondaran women, the institution operates through a federated system of local chapters that retain primary authority within their communities.

			Local Circles form the foundation of the institution. These chapters are typically organized around towns, parishes, or small communities where women meet regularly to administer the responsibilities of the Circle, including mentorship, welfare oversight, and the administration of the pair-bonding system.

			Women within each local Circle participate in the governance of their chapter through discussion and voting on matters affecting the institution. From among their number they elect senior elder women who guide the work of the Circle, oversee pair-bonding administration, supervise Daughters of the Circle, and represent the institution in matters involving guardians or civil authorities.

			Regional Circles exist primarily to review disputes, investigate serious institutional failures, and in extreme circumstances remove sitting elders whose conduct has violated the responsibilities of their office. Even in such cases, the authority of regional bodies remains limited. Local Circles retain the right to review and veto regional intervention through their own vote.

			Above these levels the Sewing Circle maintains state and national coordination bodies. These higher assemblies do not exercise direct authority over local chapters. Their role is limited to coordinating institutional practices, maintaining records, and assisting the lower circles during large-scale crises such as natural disasters or widespread social disruption.

			Because the institution is built upon local responsibility, the practical authority of the Sewing Circle remains concentrated within local chapters, where women govern the affairs of their own communities.
