OVERVIEW

Gondara is organized as a federal union of twelve states collectively known as the Compass Crown. These states form the territorial framework of the Gondaran nation and represent the primary regional governments within the constitutional system.

Each state maintains its own government while remaining subordinate to the national constitution. Under the constitutional order, powers not delegated to the federal government, and not explicitly denied to the states, are reserved to the states. State boundaries are shaped by major geographic features, settlement patterns, strategic corridors, river systems, coastlines, and regional economic functions.

THE COMPASS CROWN

The twelve states of Gondara are arranged under a structural model known as the Compass Crown. This model reflects the strategic and geographic organization of the continent rather than perfect cartographic symmetry.

The Compass Crown consists of:

• One Federal Capital State
• Eight Mainland Perimeter States
• Three Perimeter Island States

FEDERAL CAPITAL STATE

The Federal Capital State contains the national capital and the primary institutions of the Gondaran government. It exists to house the central organs of the republic and functions as the administrative heart of the nation.

MAINLAND PERIMETER STATES

The mainland perimeter states form the primary territorial structure of the continent. These states occupy the major geographic regions of Gondara and broadly correspond to the continent's plains, forests, river basins, mountain systems, steppe lands, and coastal territories.

• Talakar — Capital: Seastrand
• Titania — Capital: Lakehold
• Greyvale — Capital: Hearthcross
• Murkholm — Capital: Highmarrow
• Valedrin — Capital: Port Valen
• Novak — Capital: Bronzewind
• Vidara — Capital: Ironmere

PERIMETER ISLAND STATES

The three island states form the outer maritime gateway system of Gondara. These territories control the primary international access routes to the continent and serve both diplomatic and strategic roles.

The island states include:

• West Vantage
• East Vantage
• Embassy Island

STATE GOVERNMENTS

Each state maintains its own regional government led by a governor. State governments manage internal administration, infrastructure development, regional law enforcement, land management, and local economic policy.

Although states retain significant internal authority, they operate within the constitutional framework established by the national government.

ROLE OF THE STATES

The states of Gondara serve as the principal regional authorities within the republic. They provide the administrative structure necessary to govern a vast and geographically diverse continent while preserving strong regional identities.
