Civic Duty & Citizenship

Gondaran society operates on a voluntary "Stakeholder" model. While all inhabitants are protected by the State, the rights of governance and ownership must be earned through service.

The Volunteer Covenant

At the age of majority, a male may choose to enter a four-year term of Civic Service. This includes roles in the Military, Medical Corps, or Civil Protection (Police/Fire).

• Completion of this service elevates a person from a Resident to a Citizen.
• Service is not compulsory; however, those who do not serve do not partake in the "Privileges of the State."

Privileges of Citizenship

The title of Citizen is required for the following legal rights:

• The Franchise: The right to vote and participate in Parish Hall governance.
• Property Title: The right to own land and permanent structures.
• Inheritance: The right to pass wealth and property to the next generation.

The NDEP Connection

During the four-year service, the volunteer pays for 50% of their issued equipment (such as the R-20 Service Rifle) via payroll deduction. This "Equity" ensures that the Citizen is a literal part-owner of the nation's defense. Upon discharge, the equipment is the personal property of the Citizen.
