The National Defense Equity Program (NDEP) is the legislative and economic framework that facilitates the private ownership of military-grade small arms by Gondaran Citizens. It is the primary vehicle for fulfilling the Foundational Doctrine requirement that the "Shield of the Republic" be held in the hands of the people, not stored in a state armory.
Mechanics of Ownership
Under NDEP, a recruit may elect to co-purchase their primary weapon.
- Payroll Deduction: A small portion of the monthly stipend is withheld until 50% of the weapon's manufacturing cost is met.
- Transfer of Title: Upon honorable discharge after the four-year Covenant of Service, the weapon's serial number is transferred from the military registry to the individual's Parish Hall registry as private property.
Civil Significance
The NDEP serves as a filter for civic intent. Those who Opt-In are viewed as "Stakeholders" in the nation's security. Those who Opt-Out are permitted to serve but do not gain the prestige of owning a "Covenant Weapon," which is often a prerequisite for high-standing social maneuvers within the Parish structure.
